Centralized vs. Decentralized Billing

Hi,

We have a client that is currently setup for Centralized Billing and is currently contemplating switching to De-Centralized Billing.  I know that this is somehting that cannot be changed after invoices have been generated via the Implementation Options from in Projects.  What I would like to know is A) Does this mean the client needs to re-implement Projects?  Is there a way to do this without having to re-implement Projects and what are the rammifications?
