Migration from Production to Dev platform

Hi
Is it possible to restore a backup made from a production server to a development instance?

If possible, can I do it with the enterprise manager?

We're using 11g on windows 2008. We can't setup a replication because the two servers can't see each other.

I need to do this on a regular bases to keep the dev instance as close as possible to the production instance
