Disabling the ability to modifying releases on expired BPA

 We recently discovered that users have been increasing releases to expired Blanket Purchase Agreements and sending them for re-approval.  We would like to restrict this ability. Has anyone else tried to address this concern and if so how? We are exploring customizing the approval workflow but we try to keep the number of customizations to a minimum. Any suggestions would be appreciated.
