How to allowa download but disable webadi upload to CWB

in Human Capital Management - EBS (MOSC) Question
 I want to use the standard webadi download facility in EBS Compensation Workbench, but prevent the users from uploading any changes.

I would rather use this 'download/upload facility than other reports as it involves less personalisation.

Any ideas?
