Journal Approval

I am unable to route Manual JV to an approver. I get the notification "No Approver found to approve your Journal Batch" I have set the following profile options:
1. Journals: Allow Preparer Approval -> Go Direct
2. Journals: Allow Preparer Approval -> No

I have enable "Journal Approval" at the ledger level and  set the approval limits for users.

I am on 12.0.6
