Tools Upgrade to 8.98.2.3

over this past weekend I installed tools release  8.98.2.3 to our Development Box (AS400 system) the installation went fine, i was able to upload and distribute the software to  enterprise and JAS compenents. I was also able to build the planner ESU using new TR,  i build and delpoy full DV package to DV path code but when developers tried taking the install on to their fat clients the installation Failed,  logs says MISC folder under OneWorld Client Install folder was missing.Did anybody else ran into similar issue with this release.
