CRS_HOME owner

Does CRS_HOME need to be owned by root?  I am installing Oracle Configuration Manager and the install process (setupCCR)  has to be run by same id as ORACLE_CONFIG_HOME which is set to same directory as CRS_HOME which is owned by root.   I would rather isnatll config manager as oracle since we do not routniely have the root password. So, can I change CRS_HOME to be owned by oracle?
