Sales Tax regime - upgrade to R12 from 11i - how to edit/add/change rates

 We are a typical US based AR configuration.  In 11i, we used a STATE, COUNTY, CITY location based sales tax.
After the R12 upgrade, we can see all these codes attached only to the Global Configuration Owner within the Regime called US-SALES-TAX-101.

The challenge is when we attempt to modify or edit any of these location taxes, we see that the update icon (tiny pencil) is greyed out.

I have set out Legal Entity and Op Unit to have the Common Configuration setting, hoping that would allow me to edit/modify these upgraded rates.  We have also set profile called eBtax Allow Read/Write of GCO data to Yes at site level.
