Using the My Oracle Support Portal (MOSC)

Need to know how to activate certain tabs.

I need help on MOS. I have a screen shot from the client where he is missing three tabs. Within MOS, go to the tab "Knowledge", in the Browse Knowledge applet at the bottom we can see three tabs. These are "Japanese Knowledge Bases", "Online Documentation", and "Tools and Training". These are missing on the client site.

Is there a setting to make these to appear?  Is there something the client could have changed to hide these?

I thought these were standard for everyone to have but this particular client doesn't see them and doesn't know how to get them. In particular he needs "Tools and Training".
