Cancel Purchase Requisition

Hi Team,
I want to cancel a "returned" status purchase requisition(PR).While cancelling  the Purchase Requisition I am getting the error " You cannot cancel this requisition, which has existing open purchase

order shipments".

I checked this PR is linked with BPA but no release created for this PR.

Kindly let me know what can be the issue or what i need to double check?
