OEM and Flashback clarification needed

 I'm reading up on Flash back, a book Oracle Press Exclusively from McGraw-Hill/Osbourne.
It states on one topic:  The creation of the flash recovery area is mandatory only if you configure automatic backups using the OEM?

Is this correct?  Please advise.
