What does the Listener for Events Queue Update?

 We have several million records built up in OKC_AQ_EV_TAB table and all of my research on this tells us that we need to schedule two jobs:  Listener for Events Queue and Listener for Outcome Queue to run and process these records.  However I have not been able to determine what exactly these jobs do and what these records represent.  All of our contracts appear to be fine with no missing data or updates, so what are these millions of records?
