End-Date Tax Exemptions via API

Any scripts or API information on how to end-date and change the status of tax exemptions? My billing dept has asked we disable (end-date) all tax exemptions. The table in question is RA_TAX_EXEMPTIONS_ALL. Any help is appreciated.
