Updating work types on expenditure items

I see the function "Expenditure Inquiry: Adjustments: Change Work Type Attributes" on my responsibility but when I go into the expenditure inquiry I don't see an option for updating work types under the tools or Reports menus.  Allow Cross Project Update is set to Yes on the responsibility and I can adjust billability, recalc cost, and all the other options that are there.  Is there something else I have to do to make this option visible?
