Database Block Size grayed out in the sizing section of the Configuration Assistant tool

I am using the Oracle Database Configuration Assistant to create a new 10.2.0.3 database and I want it to be 16 k block size. 

We already have other databases associated to this oracle home and they are set to 8k block size. 

Why is the configuration assistant sizing section grayed out and not letting me choose 16k for my new db block size?
