Generating Cost Budget from Workplan

 Prior to installing RUP4 we were able to generate a cost budget from a workplan without a quantity or cost within the workplan (all quantity and cost fields were blank in the budget), but since RUP4 has been installed a quantity or cost is required in the workplan.  According to my research this appears to be standard functionality.

Would someone kindly confirm my findings?  Thank you for your attention to this matter.
