Print Special Spanish characters in oracle PDF report

I am trying to create a report that uses special Spanish characters. They look correct when looking at the layout boiler plate usign report designer. I registered the report and used the report output as PDF.  When I view the report output, the special characters are not showing correctly. For example Number in english is número in spanish. The report output display it as Número. Is there a report designer setting that I am missing or is it something in the PDF converter font setting that needs to be adjusted?
