Where to start first?

We have used Grant accounting in the past but have not fully implemented it to its full potential.  We want to use Project accounting and have not fully implemented it also (as well as Cash management). We have Project Costing, G/L, Payables, and other related modules necessary.  My question is which module needs to be fully implemented first to fully use Grants and Project accounting?
