Oracle express 10g NLS_TIMESTAMP_FORMAT

How do I set the NLS_TIMESTAMP_FORMAT?

I have set it in the init.ora and restarted the database. That did not work.  I am normally an UNIX user. I need to load a bunch of data with 24 hour times stamps. Can I set it in sqlldr? I'd perfer to set it for the instance.

 NLS_TIMESTAMP_FORMAT=DD-MON-RR HH24.MI.SSXFF
