Oracle Configuration Manager can't find any targets

Hi I have running the commmand line setup for OCM. But after all works, they can't find any targets on the host. Have anyone an good idea what's missing?

Oracle 11.0.7.0 with Patch 22 for Windows
Windows Server 2008 SP1
