Clusterware installation failed on Windows 2003 Server SE

 Hi all,
While installing Oracle clusterware, OUI in the "Sepcify Cluster Configuration" page and after entering the other node (rac2) info it returns the following error:
 The Specified nodes are not clusterable.
 The following error was returned by the operating system:
 The operation has failed unexpectedly.

Following is the environment info:
OS: Windows 2003 Server Standard Edition sp2
Oracle Software: 10g Release 2
nodes: rac1 and rac2

Following is the test done on rac1:
C:\>hostname
<rac>1

C:\>ping <rac>1

Pinging <rac>1.mydomain.com [###.###.4.11] with 32 bytes of data:

Reply from ###.###.4.11: bytes=32 time<1ms TTL=128
Reply from ###.###.4.11: bytes=32 time<1ms TTL=128
Reply from ###.###.4.11: bytes=32 time<1ms TTL=128
