Open projects for the year are closed when the tasks under it are complete

When we try to create some open projects for the entire year where the tasks are ongoing activites, we add them as we go. When we add a Project ABC(start date 1/1, end date 12/31), Phase A, with the same scheduled start and end dates, And the tasks are assigned as we go example a project of Upgrades and Patches which is ongoing for the department through out the year, when all the tasks under this phase are not yet identified, when we add an Upgrades and Patches ERP task : Task A, which started last month and ended today, then once the Task A is
