Blanket Purchase Agreement - how to set-up?

 Hi All,

Does anybody know how this BPA (Blanket Purchase Agreement) configured?  such that if you have approved requisition and then link to this BPA.  How are releases being managed?  What are the pre-requisite in order to implement this solution?  Please kindly advise or if you have like detailed user guide then better.
