rman level 1 incremental copies more blocks than it should

Our customer is complaining that rman is copying more blocks than it should. We do a level 0 backup on sunday and a level 1 the other days of the week. we have block change tracking enabled. The customer claims there are blocks that are getting the scn changed durin the week that the application is not changing. This causes rman to backup blocks unneccesarily. Is there something beside updating the data in the block that can cause the scn to be updated? Is there a simple method of monitoring changes that will not consume huge amounts of cpu or storage resources?
