What is the minimum required tax setup to enable manual tax line entry in AP?

Hi,

We want to be able to manually enter a "tax' type of line on AP invoice and enter amount and distribution for it. Can you advise what is the minimum required setup in Ebtax to realize that? We don't need to have sales tax amount automatically calculated based on bill to or ship to location.
