If Change Status privilege has multiple values in the "To" field

I've created a new workflow for Tasks (Not Started, In Process, Complete, Canceled), In the Chaneg status Privilege for Not Started, The "From " field has "Not Started" and the "to" field has "In Process" and "Canceled". But in the workflow of the task, It only allows me to change the status to In Process but not to Canceled. I have similar setup with multipel values for one of the change requests and that works fine. What am I doign wrong? or does the multiple values in "to" field is nto supported for Projects? the Default Activites have the Change
