ORA-12170 TNS:Connect timeout error

I am trying to use Net Manager on Windows Server 2003 32bit using Oracle 11.1.0.7.0  to test the service to Oracle 11.1.0.7.0 64bit  installed on 64bit Windows Server 2008.  The connection timesout with the error ORA-12170 TNS: Connect timeout.  Is such a connection feasible.  Is there anyway to make this connection work.
