Where does the Delegators get populated in the Delegator Pop-up?

 Version: Agile 9.3

Can anyone let me know what users are populated in the pop-up when the Task is being delegates? With my experience I saw it from the "team" tab, but when you try to "add" users in the pop-up and then delegate it to that user, Why doesn't that user populate in the Team Tab? Had anyone experineced the same issue?Can you please advice on how you did your workaround ?
