Error ''java.lang.OutOfMemory'' when using web services to call GetPicklistValues

If a picklist has a large number of values, even if many are disabled, it's possible that calling 'GetPicklistValues' will throw this error if not enough memory is available to the Java Virtual Machine (JVM).  An enhancement request, 12-1N3ZYP5, has been logged requesting that disabled values not be retreived for "GetPicklistValues" as this would be another way to handle this issue by reducing the amount of memory needed.
 
This indicates that the user's web application's code is not setting heap size high enough to handle the number of values in their picklist. Ask the user the check the following:
