How can I add a new task and subtasks to all existing Projects?

How can I add a new task and subtasks to all existing Projects? Our projects can last from 4 months to 1 year. During that time, we begin a new task and sub-tasks that we did not have in our template when we started the project. When this occurs, we use data loaders to enter the information. This process always takes a long time, and we always end up with some incorrect data that we have to fix.
