listener talks, archive log files transfer, but DGMGRL won't configure.

 OK.  Here is what I did and where I am at:

1. Removed the old DG configuration from both the primary and standby databases.  Even the dr*.dat files.
2. Removed the WORLD references from both the primary database listener/tnsnames/sqlnet files
3. stopped and started listners on both servers.
4. Verifed they could still 'see' each other by TNSPING and even shipping an archive log file
5. In DGMGRL, created a new configuration for the primary database.
6. in DGMGRL, tried to add the standby. 

Here is my error in the dr*.log file:

DG 2010-02-22-10:52:21        0 2 0 DMON: Failed to connect to remote database SND_S. Error is ORA-12154
