Customer is unable to see an RDA row in the Application Diagnostics module for Payables

I have had two customers in the last 2 weeks tell me they suddenly don't see a row for RDA reports on the Payables page of the Application Diagnostics module (they were able to see the row previously, but it has disappeared).   This latest customer has recently upgraded to R12.1.   I'm not seeing anything related to this issue on the Notes related to Diagnostics in MOS.   Any idea what may have happened to this R12.1 customer, and what they need to do to get the RDA row active again?
