Project Billing \ Capital Projects

We use the Oracle Form found under the Navigator path of Project Billing\Capital Projects. We put in "Capital" under the Type and click Find. This pulls up the Capital Projects Summary Projects Amounts. This data is real-time. Is there anything in Oracle that will allow us to get this information by date? For instance, we want to get the data of the "Interfaced CIP" column to be an "as of" date.
