Trying to create view only responsibility in the Contract Terms Library but even when clause create

 Has anyone created a view only responsibility in the Contract Terms Library? We are trying to create a responsibility where the users can view, without being able to create or update, clauses and templates. There are no seeded 'user' responsibilities for the contracts terms library so I am trying to use the menu from the terms library admin and exclude the necessary funtions and menus. I was able to make the templates view only but not the Clauses. I have excluded any function that refers to clauses that includes the words 'create', 'update', 'add'. Any idea what I am missing?
