Database Install/Upgrade/Opatch (MOSC)

10gR2 10.2.0.1 upgrade to 10.2.0.4

 I am using the Database Patch notes 555577.1 to install upgrade patches to 10.2.0.4. There is a note in section 7.5 titled Update Oracle Time Zone definitions. I run the sql statement "Select version from v$timezone_file;" and get a value of "2". The notes indicate that I should follow oracleMetalink document 553812.1 "Actions for the DSTv4 update in the release 10.2.0.4 patchset".  The only title I can find relevent is "Actions for the DSTv$ update in the 11.2.0.1 base release". Is this the similar document that I can use or if it is not then where can I find this document?
