Discount Modifier SETUP

 Hi,

How can we setup a 'Discount Modifier' for the following option? Thanks in advance for help and guidance.

1) Override (User can change during OE)

2) Application Method; Percent %

3) Minimum Value %

4) Maximum Value %

5) Validation during OE, the discount entered is within allowed range (For example  5% to 10%). Qualifier can be either a    ' Transaction Type' or a  Customer ID.
