PA_PROJECTS_ERP_EXT_B table and data

We have a User Defined Attributes/UDA on Project Type. In PA_PROJECTS_ERP_EXT_B table we are getting two records for some Projects with same Project_ID and Attr_group_id. Is this normal? I understand we can have many rows for each Project_ID/Project in PA_PROJECTS_ERP_EXT_B table but with different ATTR_GROUP_ID.  We can only display one row for each UDAand it is setup for a single row.  Does anyone know if we can/should have more than one row for each project_id and Attr_Group_id combination? If so, how we determine which one is correct row because it is setup for single row.
