requisition and purchase order preferences

 When a user sets up their Preferences in the Requisistion and PO form, those preferences default on the forms but only for the time they are logged in.  If they exit Oracle and go back to the forms, their Preferences are gone.  Is this standard functionality?  If not, is there a way we can retain those preference settings permanently?
