Project Resource Management with HR Foundation (Shared HR)

Has anyone ever implemented Project Resource Management without a full HRMS install?  I see that competencies are available in HR Foundation but I can't understand how any resources would be able to add their competencies if HRMS is not a full install.  Any insight is greatly appreciated.
