How can i change the "Download" patches access for specific Metalink users?

Hi All,

Last time ( Old Metalink version), it was easily to change the "Download" patches access for specific users by check/uncheck the check box.

However, for new version, My Oracle Support, i can not find  the option for me to enable the "Download" patches access for specific users.

Please advise how can i do that. Thanks in advanced.
