Creating a new User in Oracle Support

Does anyone know how the Administrator of the Oracle Support site can create a new user account for someone at his company to create and view SR's.  I can get to Mange Users by going to the "more"/Settings tab.  But it doesn't appear to give you the ability to add a new user account.
