opatch error

I have installed 11gR2 and running the "opatch lsinventory -oh <CRS HOME>" on HP-UX. I wanted to find the Oracle CRS version and DB software version using this command when CRS stack is NOT up and running. The command is failing with the following error message: -------
Inventory load failed... OPatch cannot load inventory for the given Oracle Home.

LsInventorySession failed: LsInventory cannot create the log directory /mnt/app/crs/oracle/product/11.2.0/crs/cfgtoollogs/opatch/lsinv/lsinventory2010-03-02_12-25-25PM.txt

I ran this command as a oracle user and verified the directory (/mnt/app/crs/oracle/product/11.2.0/crs/cfgtoollogs) permissions. It looks fine means oracle user has permission to read/write. I am unable to find the root cause for this failure. Could you please help me to fix this issue?
