Instal DBCONSOLE with EMCA -> ORA-01031

Environment
 Oracle 10 /Vista
aim
 Install Entreprise Manager (DBCONSOLE)

Command line executed
 EMCA -config dbcontrol db -repos recreate

Result
Unable to save file
 D:\oracle\product\10.2.0\db_1\sysman\config\emd.properties
 D:\oracle\product\10.2.0\db_1\sysman\emd\targets.xml
Yet the removal of repos has succeeded
Then
  Error copying OC4J config files
and finally
  Unable to complete configuration

The first error found in the log file emca_2010-03-02_02-25-09-PM
CONFIG: ORA-01031: insufficient privileges

oracle.sysman.assistants.util.sqlEngine.SQLFatalErrorException: ORA-01031: insufficient privileges
