Billing with per thousand pricing

We are trying to get UOM to work to give us the correct calculation when we use per thousands as the UOM.  As an example, our quantity billed is 55928, are price is $10 per thousand.  I am entering the UOM as per thousand.  I would expect the extended price to be 559.28 but the app is calculating it as 55928.00.  Any help would be greatly appreciated!
