Startup with streams disable

Is there a way to startup the database with streams completely disabled?  I can only seem to disable it after starting the database and having the jobs come up.   Does restrict mode prevent streams from doing anything?
The scenerio is restoring a hot backup of the production database onto a test/development system.  I want to make sure it's not going to start pushing changes across to the remote production database.
