OTL: Change and Late Audit (CLA)

Have enabled the Change and Late Audit (CLA) feature within OTL and trying to configure to only require change reasons on timecard resubmissions.

Even though we have created a new Change Rule that should only be triggered on TimeCard resubmissions, users are being asked to submit change reasons on previously saved but not submitted TC's.

Any suggestions?
