Not able to see POs created by other user

 Hi Guys,
Recently i have found issue while looking for POs created by other user.
I login into Apps and Purchasing Responsiblity and open " Purchase order summary " form
I provide the buyer information and when pressed "Find" button it giving out me error saying  APP-PO-14122  No records meet your search criteria.
The buyer information is correct .
Is there any setup required ?
