Problem with Reorganizing tablespaces with Enterprise Manager

We are in the process of moving a very large amount of data from our development databases.  The business has decided that it does not need as much as data in development as it does in Production.  We have already deleted all the data, and now in the process of actually reclaiming that space.  I have been using Oracle's Segment Advisor to identify what tablespaces we can reclaim space in, and then running the recommended process to shrink the tablespace and it's associated files.  This is often in the form or reorganizing sub partitions and indexes.  However, once I reorganize the
