Oracle Depot Repair using Repair Estimate

 I am working on leveraging the use of the Repair Estimate Tab within Depot Repair.    However when trying to use the Material Item you cannot save the estimate, if you just put expenses on the estimate you can save without issue.   The error which is generated points to the Billing Type on the service tab, but that is set properly, any idea.
