APP-PA-19973: Encountered Oracle error - 1400

Hi,

Has anyone encountered this error in Projects before?

APP-PA-19973: Encountered Oracle error - 1400. Refer to Oracle server messages and codes manual. Report to Oracle Worldwide Support with the diagnostic information: stage PA_BU_CORE_NO_VERSION_ID and stack ->get_draft_version_id->create_draft->get_baseline_version_id->get_draft_version_id.

This is happening in version 12.1.2.1 when I try to select a budget type to bring up a budget version. It happens in the forms interface and in the HTML interface. I have an SR open but I need a solution ASAP.
